[mrtg] What is that phrase?

Does anyone know who was credited with the following thought?

"Monitoring the data ultimately affects the outcome of said data."

I realize it isn't exactly that, but something to the effect that monitoring 
something affects what is being monitored.  Something like if you monitor an interface for bytes per second, and you expect nothing but get 
something, it is most likely because you were monitoring that device.

Hopefully someone out there knnows what I'm talking about...
