[mrtg] problem using mrtg-rrd.cgi {i am a newbie, sorry!}

Hi list; I am a newbie and first time poster, so please bear with me.

I am using mrtg-rrd.cgi (or at least attempting to) and am encountering
problems.  When I try to call up the HTML with
http://servername/cgi-bin/mrtg-rrd.cgi/target.html/, it returns a "Server
error!" and my apache error log displays the following:

I have 2 .CFG files in /etc/mrtg/:

MRTG.CFG
WorkDir: /home/mrtg/public_html/
IconDir: /home/mrtg/public_html/
Refresh: 300
Include: /etc/mrtg/xxx.target.cfg
Options[_]: bits,growright
RunAsDaemon: Yes
PathAdd: /usr/local/rrdtool-1.0.45/bin/
LibAdd: /usr/local/rrdtool-1.0.45/lib/perl/
LogFormat: rrdtool

xxx.target.cfg
[omitted]

My mrtg-rrd.cgi file includes BEGIN { @config_files = qw(/etc/mrtg.cfg); }

Then I run /usr/local/mrtg-2/bin/mrtg /etc/mrtg/mrtg.cfg and it returns
"Daemonizing MRTG..."  It looks like it runs and my WorkDir contains the
.RRD's for my target.

Can anyone offer a suggestion for a resolution to my problem?
