The dotted red line is the MaxBytes[] value for the circuit. It will
appear on the graph when the volume of traffic exceeds roughly 95% of
MaxBytes[].
It, also, appears when you use AbsMax[] in conjunction with MaxBytes[].
On frame relay circuits, I set AbsMax[] to the tail circuit speed which
is, in my case, typically a T-1 circuit. I use MaxBytes[] for the CIR.
