[mrtg] Permissions?

I'm getting this when I run cfgmaker on a different machine --

(16:54:01) root at opc-nm-dmz:/usr/local/mrtg-2# ./bin/cfgmaker --global
'WorkDir:
/var/data' --global 'Options[_]: bits, growright' --global 'WriteExpires:
Yes'
--ifref=name --output /usr/local/mrtg-2/conf/hqdmz/fred.cfg community at IP
--base: Get Device Info on cumminity at IP:
SNMP Error:
send_query: Operation not permitted
SNMPv1_Session (remote host: "IP" [IP].161)
                  community: "community"
                 request ID: -370285095
                PDU bufsize: 8000 bytes
                    timeout: 2s
                    retries: 5
                    backoff: 1)
 at /usr/local/mrtg-2/bin/../lib/mrtg2/SNMP_util.pm line 622
SNMPWALK Problem for 1.3.6.1.2.1.1 on community at IP::::::v4only
 at ./bin/cfgmaker line 825

Now, this obviously suggests a permissions problem. Is there a command to
force cfgmaker to use SNMP2, and is there any other reason this might show
up under a default install of FreeBSD 5?
