[mrtg] Problems with MRTG

Hello, i´m install a mrtg on my computer but when i execute the following line, i have this error: 
[root at firewall bin]# ./mrtg --user=mrtg-user /var/www/html/mrtg/mrtg.cfg
ERROR: Creating templock /var/www/html/mrtg/mrtg.cfg_l_9283: Permissão negada at ./mrtg line 1557.

The permission the file mrtg and the mrtg.cfg is 777 and group is nobody.nobody

Someone can help-me?
