[mrtg] Cfgmaker template for monitoring cisco ipsec tunnels with MRTG

I put together a new cfgmaker template that will produce
MRTG configs for monitoring ipsec tunnel stats on cisco 
devices. The OIDs were pulled from the 
CISCO-IPSEC-FLOW-MONITOR mib and include the following 
stats:
IPsec & IKE Active Tunnels
Bit rate for all IPsec phase-2 tunnels
Packet rate for all IPsec phase-2 tunnels
Crypto operations/sec for all IPsec phase-2 tunnels
Bit rate for all IKE tunnels
Packet rate for all IKE tunnels
Packet drop rate for all IKE tunnels
