[mrtg] %age problem

Hi,
I have a 256k shared wan link, there was no  bandwidth command so somehow mrtg took the max speed as 193kBytes. Now the problem is 

      Max  Out: 232.3 kb/s (15.0%)   Average  Out: 51.4 kb/s (3.3%)   Current  Out: 19.3 kb/s (1.3%)  


the link utilization is over 80% how can i fix this problem?

And i also want to know how to configure mrtg for monitoring router memory and cpu as well.
