Thanks Pavel.  The router was reloaded last night due to a site power
outage (yes it was scheduled) and that seems to have fixed the problem.

Did you tried RELOAD of router or IOS upgrade?
Maybe you can look directly in to the router and
compare with traffic in command "show int serial 0/0".
