I should qualify that I used a package installation from:
http://open-innovations.com/mrtgbundle.html . It places Perl, RRD & MRTG in
it's own tree structure under C:\MRTG. So no PATH entries, registry entries
or install packages are involved. I've also installed the Perl Windows MSI

Yes, Perl.exe is the process that is spiking. I removed the cscript.exe cfg
files from crontab. I'm left with 3 snmp only cfg files. I notice that
three instances of Perl.exe are being lauched is that correct?

When I run Filemon seems as there are 50-100 files that perl can't find, I
even hear the A:\ drive being scanned, could that be causing the spike?

What process is spiking? Is it Perl? What version of Perl are you using?

On Win2k3, MRTG 2.10.14, RRD ??, and Cron as an NT Service. When running 4
cfg files, 2 use snmp and 2 use External scripts (WMI) to get data. The CPU
spikes to 100% when it runs every minute. Is that expected?
