It would not surprise me that SNMP support for GRE is lacking
in some IOS. I'll test 12.3 and let you know. Do an snmp-walk
or use you favorite tool to query this interface and see whats up.
If you are not getting any values off octets in/out but have traffic, 
I would suspect IOS.
Hmmm....

What does the output of 'show ip interface tunnel<what ever>' look 
like ? The part about switching and cef is want I am interested in.
Also what IOS are you running on each router ?
