could it be that you need to use the full pathname to perl?
if your perl is located at /bin/perl, try to set the target to:

Target[cping]: `/bin/perl /var/mrtg-2.10.13/bin/mrtg-ping-probe 10.48.30.97`


when you run mrtg-ping-probe manually from teh command line, what
is the complete output or

/bin/perl /var/mrtg-2.10.13/bin/mrtg-ping-probe 10.48.30.97

or

/var/mrtg-2.10.13/bin/mrtg-ping-probe 10.48.30.97
