Garry, sorry but this wasn't a very helpful answer..
1. 32bit counters *could* wrap starting at ~114Mbit in 300 seconds so
this is not the problem here with a DS3
2. 64bit counters are useful but don't solve everything

Tim, I see no problem with your outputs (?)
You get "Average  In: 9202.0 B/s" - NOT kB
Your config seems ok to me, if you want your percentage to reflect your
6Mbit SLA put in
MaxBytes[xxx.xxx.83.253_Serial1_0]: 762000
and
AbsMax[xxx.xxx.83.253_Serial1_0]: 5526250
To see wether bellsouth forgot to configure the rate-limit
