[mrtg] MRTG_Bundle for Windows Upgraded to 2.1.0

Open Innovations would like to announce a new version of the MRTG_Bundle 
v2.1.0 for Windows.  This version includes several bug fixes and new 
versions of Perl, RRDTool, and Routers2.cgi.
