Thanks for your help. It is working now. /usr/bin was in my path and 
net-snmp was installed but the utilities were not. I installed 
net-snmp-utils-5.0.9-2.90.1 and snmpconf now works.

snmpconf should be in /usr/bin . Maybe, /usr/bin/ is not included in your 
path (it SHOULD though).

Are you sure you've installed net-snmd correctly? just to be sure, as root, 
do a : up2date-nox net-snmp
