This is more of an Alerting function than an Logging function.  MRTGis
logging, although it does have primitive thresholds.  Here, we use Nagios
for the alerting, which can be tied in to MRTG quite nicely (they can use
the same agents, and Nagios can be set to alert on RRD values, and so on).

Currently you cant do this with any of the MRTG frontends (routers2, 14all,
mrtg-rrd), as far as I know.  However, routers2 will add al ine to the graph
to show any defined thresholds.

This would be a function of the alerting tool.  Nagios can do this easily.
