[mrtg] Windows/DOS path problem

I have followed the instructions for installing MRTG on my machine but when
I try to run the config file I get an [erroneous] error message telling me I
can't have spaces in my path on Windows machines (followed by a misspelled
statement about converting to Linux).  I have converted my path to
c:\progra~1\etc. format so there are no spaces and it still errors.  Looking
at the archives, however, it seems some people have gotten it to work this
way.  Can anyway point out what I'm doing wrong?
