Haven't before now. This is Win XP if that matters:

D:\mrtg\mrtg\bin>perl mrtg mrtg.cfg
WARNING:

D:\mrtg\mrtg\bin>

Doesn't update. I have  Windows running wperl every 5 minutes, and no 
updates have been done since last night.

I don't have a mrtg executable - don't think there is one on XP so 
mrtg mrtg.cfg won't work..
