'ssCpuRawUser' is not what you need.

OIDs for system load:
1.3.6.1.4.1.2021.10.1.5.1    # UCD-SNMP-MIB::laLoadInt.1 (1min)
1.3.6.1.4.1.2021.10.1.5.2    # UCD-SNMP-MIB::laLoadInt.2 (5min)
1.3.6.1.4.1.2021.10.1.5.3    # UCD-SNMP-MIB::laLoadInt.3 (15min)

You can not monitor nothing without knowing what you are monitoring.
