[mrtg] minimum byte scaling

I have an ISDN-BRI dial-backup to a P2P T1 that I am monitoring and even
though the PPP is down, it is consistently reporting inbound and outbound
traffic at approximately 90 bps.  I understand this traffic is normal due to
the BRI communication with the PSTN, but I do not want this traffic to show
up in my graphs.  Can anyone think of a way to either record 0 traffic when
the actual traffic is say less than 100 bps or to rescale the graph to start
at 100 bps instead of 0 bps?
 
I am using rrdtool and routers2.cgi.
