[mrtg] rrdtool compile fails for cgilib

Hi folks

I know this has been an issue before, but whatever was suggested in the
past, I still don't grok it....

Yes I have installed cgilib, but unfortunately this install did _not_
build cgilib.pc. Is there somewhere a piece of information how to build
cgilib.pc?
