On a basic Windows machine you can monitor some items. However with the SNMP-informant (http://www.snmp-informant.com/) there are more things to monitor.
The free 'standard' version gives cpu, disk, memory and network counters. If you want to monitor SQL counters as well you need the sql agent (which is not free).
MRTG is designed to graph network traffic counters, and can graph all kinds of other counters as well. An add-on is the threshold checking that can be done.
If you want to graph a service being up or down the result will be a graph with only 2 values. Probably '1' for up and '0' for down. IMHO such a graph is not very usefull.
Of course it is possible to set a threshold check on this graph which sends an alert when the graph gets to zero, but I agree with John: There are better tools for alerting you when a service goes down.

Why not? there's not a MIB for apache for instance? and maybe there is also
for other services we can monitor..

Look at Big Brother or Nagios.
