[mrtg] cfgmaker filtering in a 2.13.0 and 2.13.1

Hello,

I upgraded MRTG from version 2.13.0rc4 to 2.13.0 (and 2.13.1 too) and I have 
problem, that cfgmaker generates more interfaces, which doesn't have 
functional GAUGE OIDS.
On my devices is it concretly ifType: ds1 (18) and ds3 (30).
With version 2.13.0rc4 it works OK.
Option "--if-filter" is NOT used on these boxes.
