I reviewed the config for the switch that is working and it says the
same thing, but the actual config has been simply unremarked and its
working, so I doubt that is the ultimate reason why its not polling.

Why? The config file should say in the comment line above the
interface. "The following interface is commented out because [reason].
Often this is because you're specifying an ifref variable that is not
unique for the interface. Look at the cfgmaker docs once you find the
reason in the comment description.
