Has management defined what web traffic is?  TCP 80 & 443 to the
Internet, or would it include TCP 80 & 443 to the Intranet web servers
as well?

I'd agree with on of the previous responders.  Netflow can graph based
on application like HTTP (TCP 80).  ManageEngine Netflow Analyzer has
been good for us on those types of questions.

If they have to know/track which web site each user visits, something
entirely different will be necessary.

We have 600 Cisco 2811 routers which we are monitoring, each on a 128/64
k Frame-Relay pvc.  Management would like to see, for each site the WEB
only traffic on a graph.  Has anyone seen or heard of this being done
with MRTG in this type of configuration?
