How about PageTop[^]: xxxxx and PageFoot[$]: xxxx ?  Add these to all of
your .cfg files, probably by giving a --global option to cfgmaker when you
run it.

If you use RRDTool with routers2, you can also uer the pagetop= and
pagefoot= directives in the routers2.conf to add a header/footer to all
pages.
