[mrtg] snmp v3

Many people have written questions about cfgmaker and snmp v3.  I
recently had to upgrade to 2.14.7, and found two errors in cfgmaker.
I'll post a patch sometime next week, but the program as written will
never work.  But manually configured snmp v3 configs work fine.
