[mrtg] Uniform graph

Hello,
       I use MRTG to monitor bandwidth usage on my netenforcer but i keep
getting a uniform graph and data traffic is not uniform example i
can be pulling 44.2kB/s at a time and at another time pull 83.2kB/s
i know decided to download the rrdtool which i cant even see how
its installed or configured to do this please can you help me out
of this.
