Rateup is working for thousands, if not millions, of users.

MaxBytes or, if you need two different rates, MaxBytes1 and MaxBytes2.

I think this is a problem.

In both cases: it could be a problem nevertheless. Fix it.

Please don't make me debug logfiles.  Show the top line of one (not more)
of the non-functional setups, for a couple of consecutive updates.
