[mrtg] Installation issue

I am trying to install mrtg-2.15.2 for Windows.  I have IIS set up and
that appears to be working.  I have installed Perl and followed the
directions to the best of my ability.  Here is what I am getting in a
log file when I try to do a test run of the application.  

 

C:\MRTG-2~1.2\bin>perl mrtg c2821.cfg

2007-05-15 14:52:15: ERROR: Can't Execute 'C:/MRTG-2~1.2/bin\rateup'

 

I have tried to search the web, but to no avail.  If anyone has any
suggestions please let me know.
