Oh!so you mean to say......the average is for the entire graph not just for the time i ran MRTG.........So if thats the case i was doing the calculation wrong............

The values below the graph you give seem to match the graph image correctly.

Remember that the Max is the peak of the blue line, so 4.9K seems correct visually.  The Average is over the whole graph period. So since it is zero over the most of the time you'll get an artificially low value (you wouldn’t have this problem if you user RRDtool as that has the concept of 'unknown' data).
