[mrtg] routers.cgi version 2.18 released

Version 2.18 of the Routers.cgi generic frontend for MRTG/RRD has been finally released.

This is available for download from http://www.steveshipway.org/software and is distributed under the GNU GPL, as are MRTG and RRDTool.

Improvements since version 2.17 include:
* Actual values can appear in mouseover popup
* Improvements in caching for performance gains
* Better support when in 'distributed MRTG' mode
* Various bugfixes and cosmetic improvements
