[mrtg] ifOperStatus and if-template problem

You need to monitor two values, not just one, and you need a period, not
a colon, for the $if_ref:

- Target[$target_name]: ifOperStatus:$if_ref:$router_connect
+ Target[$target_name]: ifOperStatus.$if_ref&ifAdminStatus.$if_ref:$router_connect
