yes.

But it's probably not trivial, since you would need to classify the
traffic with something like nbar on a Cisco router, then find the
appropriate nbar counter, and graph it.

mrtg has no particular traffic analysis tools inherent to it.  It relies
on snmp counters that are generated by others.
