IOS "feature" (aka bug) would be my first guess. You don't mention what
version of code you are running on the 3640, which can run code all the
way from 12.1T to 12.4... About 8 years worth of cruft to sift
through...
when you snmpwalk, do the subinterfaces show up in ifName? IfInOctets?
ifHCInOctets?, ifSpeed?
Do the interfaces show up in your config, but commented out? That would
probably be an ifSpeed issue...
