If using routers2 as the frontend, you will instead need something like:

routers.cgi*Options[online]: fixunit nopercent nototal nomax scaled
ShortLegend[online]:  
YLegend[online]: Users

...to get it displayed as 11131 as well as possible.  Routers2 does not
support the kMG directive.
