cfgmaker is designed to take multiple routers on a single command line.
Options only apply to a router that follows.  so you could do:

cfgmaker --snmp-options=:::::1 foo at router1 --snmp-options=:::::2
bar at router2

Then router1 would be monitored using snmpv1 and router2 would be
monitored with snmpv2c
