[mrtg] How to graph a burstable pipe?

I have a pipe that's 600Mb/s but burstable up to 1Gb/s. Currently I have
the graph set with maxbytes = 600Mb/s but if I go beyond that MRTG
ignores the extra. If I the maxbytes to 1Gb/s the percentages are all
based on a full 1Gb/s.

Ideally I'd like to graph with a soft limit of 600Mb/s and a hard upper
limit of 1Gb/s. I'd like the percentage utilization to reflect the soft
limit, perhaps even draw a vertical line on the graph at the soft limit.
I'd like the graph to say that when I hit 700Mb/s that we're at 117% of
capacity.

Most of the decisions are based on the percentage of utilization so the
more I can do to make that accurate the better. Any way I can do this
with MRTG? I couldn't find anything super obvious in the documentation.
