[mrtg] cfgmaker - operationally DOWN

cfgmaker works unusually in that options only apply to devices AFTER the options in the parameter list.  Thus, instead of this:

perl cfgmaker public at ESD-SW-03 --global "WorkDir: C:\inetpub\wwwroot\MRTG\ESD-SW-03" --output ESD-SW-03-neu.cfg --no-down --show-op-down

you should instead do this:

perl cfgmaker --global "WorkDir: C:\inetpub\wwwroot\MRTG\ESD-SW-03" --output ESD-SW-03-neu.cfg --no-down --show-op-down public at ESD-SW-03

and you might find it works as expected.
