Normally you would run MRTG every five minutes, therefore the maximum rate seen will be the same as the average rate seen. The time in seconds since 19700101UTC is the way that unix stores its time and date. No matter where you live (or, what time zone your in) this representation doesn't change. For western europe, this number 931269480 is time 15:58:00 today. see "man localtime". Somewhere in the mail list there is a conversion routine for excel.
