Try this:

   snmpget router public .1.3.6.1.4.1.9.2.1.58.0

it should return the current value.
If that is 0 it just tells you that the router isn't using its cpu much.

If it does give you another value and mrtg doesn't, I bet you forgot
to include option gauge ...
