This question is not related to MRTG. 

MRTG does *not* display the data. It creates files on your hard disk and
it is up to you what you want to do with them.

Normally, you instruct your web server to let users view the pages.
Similary you can instruct that very same server *not* to give access to
the users, or, some users.

Find out what webserver you're using (apache? MS IIS?) then ask your
question on a list that is related to that product.
