It will be the router interface number when this entry is created by cfgmaker and it is a great help to keep track of all entries in your config file. It does not have to be the interface number per se, it can also be left out. It is completely safe to change this into something else. Just make sure to change it into something not already existing as the files that are created by mrtg (the log files and the html files) will have this as their base name. This means that you cannot have the same target name for two targets in the same mrtg.cfg file, and also not two same names in two different mrtg.cfg files when they point to the same target directory. Naturally you will have to change all lines for that target, not only the Target[*] itself. Target[blah]: 2:public@router would be a valid target and it would create blah.log, blah.old, blah-day.gif, blah-week.gif etcetera.
