* fix double free segfault in rrdtool pipe mode when inputting non
closed quote
* make sure rrd_dump/rrd_restore do not get confused by locale
settings suggesting the , as a decimal separator. RRDtool uses
"." always.
* fix double free bug in rrd_restore when running without mmap

* fixed handling of -G and -D options in rrd_graph (only long
variants were working properly).
* add proper rounding to PERCENT VDEF in rrdgraph
