With the rrdcgi code 

  <SELECT NAME=RRD_NAME>

and the "MadisonSD-s0" item selected, how do I construct
the html tag

  <OPTION SELECTED> MadisonSD-s0

based on <RRD:CV RRD_NAME>??

With perl, I'd end up doing

  if ( $this_iface eq $form_data{'RRD_NAME'} ) {
    print "<OPTION SELECTED> $this_iface\n";
  } else {
    print "<OPTION> $this_iface\n";
  }
