In fact, after getting in this same argument on another project, I wrote the
following scriptlet to show how easy it is to install these tools:

PREFIX=/usr/local/autotools
set -e
wget -c ftp://ftp.gnu.org/gnu/autoconf/autoconf-2.52.tar.gz
wget -c ftp://ftp.gnu.org/gnu/automake/automake-1.5.tar.gz
tar xvzf autoconf-2.52.tar.gz
(cd autoconf-2.52 && ./configure --prefix=$PREFIX && make install)
tar xvzf automake-1.5.tar.gz
(cd automake-1.5 && ./configure --prefix=$PREFIX && make install)
-- end --
(for reference, the required tools are in Debian woody and later)
