[rrd-developers] Rrdcgi suggestion

I made a simple change to the rrdcgi that may make sense for future versions
or for other users...

I added a "pass 0" to do the file insertion handling first. This way, any
macro substitutions within the inserted file will be handled properly. I'm
not sure why the file insertion was done in pass 2.. But this modification
lets me have a common library of graph generators that can be added to my
rrd cgis.  

If anyone wants the actual source code changes, let me know. (its basically
a two line change..)
