That's only half the problem - there are two ways of sharing an SVN
repository on the Internet:

- the HTTP method (where SVN is an Apache module) and

- the SVN native method (using an svn:// URL and TCP port 3690) where
the host runs the svnserve process.

The HTTP method supports proxies in ~/.subversion/servers, while the
svn:// method doesn't (unless using a combination of svn+ssh, a proxy
supporting the HTTP CONNECT method, and an ssh config modified to use
the proxy)

rrdtool appears to be hosted using svnserve, so unless someone sets up
the Apache module or the svn+ssh server side as an alternative access
mechanism, people behind firewalls can't access rrdtool SVN.
