[rrd-developers] rrd_create no-overwrite mess

Folks,

I see that that --no-overwrite option in rrd_create is realy not a
good idea the way it is implemented ... sorry for accepting that
patch ...

note that rrd_create_fn is not part of the rrd-api, so the config
option could be added as a paramter to rrd_create_fn and then be
passed from rrd_create to rrd_create_r via argv.
