[rrd-developers] Compile rrdtool-1.4.8 in Visual Studio 2013

it does. the dates in the headers in the master branch are from the time
when 1.4 was branched.

The headers get updated on release ... and since master never gets
released it does not have sensible headers in this way ... maybe I
should update them to NOT contain a version number or date, as to
not confuse users ...
