Michael,

Without a native call interface, working in PHP is
awkward at best.  Also, PHP doesn't provide an interface
conducive to writing non-web tools.  Personally, I've punted on 
PHP and gone to Mason (www.masonhq.com), which builds on
mod_perl, for embedded HTML pages and am factoring into
conventional perl modules all my code which does real work.

The downside is I need to integrate with a designer who
uses Macromedia's Dreamweaver, which understands PHP
fairly well, but not the various embedded perlisms,
so I have some integration work to do there.

If you find the perfect tool, please let me know ;-)
